The purpose of the look out is twofold: to detect hazards early and to build an accurate understanding of what those hazards mean for the ship's safety and for collision risk.

Factors for all vessels include: the state of visibility the traffic density, including concentrations of fishing vessels or any other vessels the manoeuvrability of the vessel, especially stopping distance and turning ability at night, the presence of background light such as shore lights or back scatter from the ship's own lights the state of wind, sea and current, and the proximity of navigational hazards the draught in relation to the available depth of water Additional factors for vessels with operational radar include: the characteristics, efficiency and limitations of the radar equipment (ii) constraints imposed by the radar range scale in use (iii) the effect of sea state, weather and interference on radar detection (iv) the possibility that small vessels, ice and other floating objects may not be detected at an adequate range the number, location and movement of vessels detected by radar (vi) the more exact assessment of visibility that radar can provide when vessels or objects are detected nearby.
C
Vessels which comply with earlier regulations may be exempted from certain requirements for specified periods.
D
Every vessel shall use all available means appropriate to the prevailing circumstances and conditions to make that assessment.
