Rule 20 establishes when lights must be displayed. Rules concerning lights shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited. During restricted visibility and in all other circumstances when deemed necessary, lights shall also be displayed. Day shapes shall be exhibited during daylight hours.
